    AbleVets, LLC is a fast-growing Service Disabled Veteran Owned Small Business (SDVOSB) providing healthcare information technology services and resources to help the VA and DoD improve the lives of the people they serve. AbleVets has an opportunity for an experienced, motivated Capture Manager to internally support healthcare information technology projects for our customers. This position is located in our Chantilly, VA office

    Essential Functions and Job Responsibilities

    The Capture Manager will be responsible for leading end-to-end capture and proposal efforts. This includes analyzing the draft RFP/SOW, developing, and implementing formal capture plans, and orchestrating, along with other team members, all capture activities during the proposal phase and post-submittal activities. The Senior Capture Manager will assist in defining capture team resource requirements and costs associated with bids. They will also perform formal, but rapid assessment of corporate/team capabilities, strengths, and weaknesses and is responsible for the development of win themes, differentiators, price to win targets and will coordinate with other capture and corporate support teams (e.g., finance/pricing, marketing, human resources/staffing). The Senior Capture Manager will report directly to the Vice President of Capture and will work closely with our Chief Growth Officer, other VPs, and senior technical SMEs.

    Duties will involve full life cycle capture management including managing the opportunity assessment process, assisting with bid/no bid decisions, assist in building relationships with key partners, designing and executing a winning proposal strategy. The primary responsibilities of the individual selected for this role will include, but not be limited to, the following:

    • Leads and/or supports multiple, fast turn-around bids across a range of Federal markets
    • Leads development of technical and management solutions by working proactively with subject area experts
    • Authors major sections of the technical, management and supporting volumes – excellent proposal writing skills required
    • Develops the Capture Plan and identifies the Capture team and Proposal team members in coordination with BD and Operations leadership
    • Develops final win themes, win strategies, value propositions, and differentiators
    • Ensures price to win (PTW) analysis is conducted and the PTW target is established
    • Prepares NDA requests and provides to Contracts/Subcontracts for execution prior to any details discussions with outside companies or personnel
    • Work closely with Account Vice Presidents and CGO to define, coordinate with and engage team members/subcontractors
    • Completes teaming arrangements in concert with Account Vice Presidents (the Contracts and Procurement department is responsible for preparing TAs and for maintaining official contact with subcontractors and prime contractors and executing all TAs)
    • Supports internal Capture team, shares updates in a timely manner, and provides ongoing feedback on contributions
    • Utilizes industry and market-specific best practices to increase the probability of win through development of strategies and themes to support competitive proposals submissions that meet and/or exceed customer’s expectations
    • Conducts after action reviews for all business opportunity capture participants to document lessons learned and identifies necessary adjustments to capture technique, strategy, and actions


    • Demonstrate strong analytical experience serving in a technical consulting/strategy capacity leading and/or supporting customer-facing IT solutions and/or strategies – this is more important to position that pure capture experience
    • Bachelor's degree and minimum 8+ years directly related experience in capturing and closing major Federal deals.  Key markets will include U.S. Department of Defense, Department of Veterans Affairs, and U.S. Department of Health and Human Services.
    • Experience leading successful captures in the Federal market
    • Experience writing major/key sections of proposals
    • Ability to work independently with minimal supervision, as well as work within a team environment
    • Analytical skills relating to business development and capture management
    • Communication skills to support working relationships, customer interaction, and to make formal presentations to senior decision makers
    • Experience in analyzing and selecting teaming partners and negotiating sound teaming agreements
    • Demonstrate knowledge of US government procurement practices
    • Must be able to obtain a public trust and/or market-specific clearances (e.g., Dept of VA moderate background clearance, DoD Secret, etc)
    • Ability to travel locally, within the National Capital Region
