    AbleVets, LLC is a fast-growing Service Disabled Veteran Owned Small Business (SDVOSB) providing healthcare information technology services and resources to help the VA and DoD improve the lives of the people they serve. AbleVets has an opportunity for an experienced, motivated Agile Development Program Manager to support our VA customer. This position is located in our Chantilly, VA office and may involve travel.

    Essential Functions and Job Responsibilities

    This position is for an experienced Agile Development Program Manager that will lead a team of Project Managers in planning and managing multiple, distinct projects with separate product owners and stakeholders. The successful candidate will have thorough knowledge of Agile Software Development best practices and can also engage the customer and collaborate with internal team members and stakeholders to deliver program success.This individual will be responsible for direct communications with the Contracting Officer and industry partners, in support of several key healthcare-based initiatives.

     

    Key responsibilities include:

    • Managing the customer relationship and providing program direction and leadership
    • Identifying and defining standardized processes to manage all programmatic and project activities (e.g., scope, schedule, financial, contractual, subcontract) in collaboration with Program Management Leads
    • Collaborating with project managers to:
      • Define project scope, schedule, and dependencies, while focusing on delivery of business outcomes and value
      • Manage and report project variances across cost / schedule / performance parameters to both internal and external customers
      • Balance customer priorities and project resourcing
    • Conducting project reviews to manage risks and issues; correct deviations from plans; and perform delivery planning for projects
    • Forecasing program / project resource requirements, managing program financials (planned vs. actuals), and accomplishing financial goals and objectives
    • Establishing project metrics to monitor cost, deliverables, schedule, and quality control across all projects
    • Driving results by coaching and counseling project leads and by communicating job expectations to key program personnel
    • Preparing executive briefings, technical white papers, and program documentation
    • Performing functional allocation to identify required tasks and their interrelationships

    • Be instrumental in recruiting, staffing, and onboarding resources

    Qualifications

    • Bachelor’s degree in computer science, electronics engineering, or other engineering or technical discipline
    • 10+ years’ experience leading complex, large-scale, IT/engineering Federal Programs
    • 5+ years in a customer-facing role
    • Experienced introducing and implementing Agile practices in existing, complex government programs
    • Experience in core project management disciplines including scope, schedule, budget, quality, along with risk and critical path management. Must be well organized and able to work effectively under time pressure. Proven ability to effectively manage project budgets is essential
    • Current PMP certification
    • Effective written and oral communications with multiple levels of leadership involving both technical and business side of the project
    • Ability to obtain a Public Trust

     

    Additional Desired Qualifications:

    • Master’s Degree
    • Atlassian JIRA (or similar tool) experience
    • Direct experience with DevOps / Continuous Integration
