AbleVets, has an opportunity available for an experienced energetic, motivated, Program Manager for our cyber security engineering support for our VA customer. The successful candidate will be responsible for managing the technical cyber security engineering team, contract deliverables, subcontract agreements within the cost and schedule of the VA contract.  The Program manager must have IT experience with NIST 800-37,” Guide to Applying Risk Management Framework to Federal Information Systems,” NIST 800-53rev4 “Security and Privacy Controls for Federal Information Systems and Organizations,” Cyber Security Policy and security engineering principles.  Additionally, be well versed in FedRAMP process and cloud services.  The successful candidate must have strong organizational management, leadership, client facing, reporting, and problem-solving skills. This position will be located in our Chantilly, VA office. 

    Essential Functions and Job Responsibilities

    • Managing customer relationships and providing project direction and leadership across all task teams
    • Collaborating with teams across the customer organization to improve processes, results, and customer experience
    • Effectively leading technical professionals, leading resolution of complex issues
    • Ensuring execution of quality deliverables within established schedules
    • Anticipating client needs and formulating solutions
    • Identifying, reporting, monitoring, and mitigating risks to the program
    • Supporting the recruiting, staffing, and onboarding of resources onto the effort
    • Performing supervisory duties for assigned personnel to include training, performance reviews, etc.
    • Translating highly complex concepts in ways that can be understood by a variety of audiences
    • Working with all stakeholders to scope work, identify appropriate resources, track and report progress, develop schedules, and communicate to customers
    • Engage with VA client on security matters
    • Provide IT Security Engineering Support in the following areas:
      • Implement the Cyber Security requirements of IT systems and applications documenting them in formal security engineering documents using Risk Management Framework and supporting artifacts associated with the A&A process
      • Identify security risks through the security impact analysis, system risk assessments and technology security risk report.
      • Organize, develop, and present security briefings, written summaries, and written reports incorporating narrative, tabular and/or graphic elements on A&A activities
      • Apply knowledge of security principles, policy, and regulations to daily tasking
      • Provide IT security engineering support to cross-functional project teams to ensure that VA security policies, processes, and controls are adhered to, planned for, implemented throughout the project lifecycle, and provide strategic cyber security support for OIS
      • Establish security engineering standard operating procedures for embedding security-driven processes into the Software Development Life Cycle (SDLC)
      • Experience working in the FedRAMP cloud environment understanding IaaS, PaaS, and SaaS regarding cloud service provider security control responsibilities and customer responsibilities
      • Effectively and efficiently communicate and collaborate with external and internal customers to analyze and monitor a project’s security posture and status





    • Bachelor’s Degree in computer science, electronics engineering, or other engineering or technical discipline is required with a minimum of twelve (12) years of experience. An additional six (6) years of related experience can be substituted for degree requirement.
    • Able to define and implement project metrics for scope, schedule, cost, and quality
    • Experience supporting business development and proposal activities
    • Outstanding written and verbal communication skills
    • Proven leadership ability with solid interpersonal skills and demonstrable team building skills
    • Strong financial and budget management skills
    • Experience must also include: 
      • Risk Management Framework
      • Application Software Security / threat modeling
      • Authorization Requirements Process for Federal Government
      • Information Assurance
      • FISMA and/ or FedRAMP requirements
    • Expert technical knowledge of risk management, and information security concepts and technologies
    • Experience with cyber security document management and familiar with security and privacy rules
    • Excellent analytical and problem-solving skills
    • Ability to facilitate and coordinate efforts with key government and non-government stakeholders
    • Ability to obtain a Public Trust clearance
    • Previous government contracting work experience
    • Frequent travel to Washington, D.C. is required

    Preferred / Desired Skills:

    • CISSP or ISSEP or CCSP or PMP
    • Master’s Degree preferred
